Bill had to admit that he was pants at romance. Before Fleur, it hadn't mattered that he wasn't capable of making a grand romantic gesture (and would, in fact, not recognize one if it bit him on the nose), but now nothing mattered as much as making her happy. He wanted to make grand gestures, wanted to give her the world. He wanted this to be perfect, and for someone accustomed to taking life as it came, he was finding the experience awfully nerve-wracking.
He wasn't off to a great start. To get Fleur out of the flat, he'd panicked and told her to go to the store and "buy ...something. It's like a game! I'll try to guess what you got. Maybe something for the dinner tomorrow?" She looked at him like he was crazy, which he thoroughly deserved, but she was gone so he decided to call it a victory.
Once she left, he pulled his wand and did his best to transform their flat into something special. He spelled the ceiling to appear like the night sky, and carefully lit candles, dozens of them, until they covered the room. A quick run out to Fleur's favorite restaurant and he had her favorite meal spread out and ready.
"Okay," he muttered to himself, and went to change into a nicer set of robes (not dress robes, though, because he couldn't do this while feeling all formal and unfamiliar). All that was left was Fleur's return.
