Caradoc Dearborn was actually one of the few people who could sit comfortably in the position he was in without looking too much over his shoulder. Of course, he was sometimes a bit paranoid that someone would let something slip or it would come out to the wrong people that he was a member of Dumbledore's Order, but for the most part he considered himself rather safe.
Although the Order was recruiting, it was being cautious about it, and the Ministry probably wasn't exactly prime 'Order member hunting grounds' but Dearborn figured he had to take a risk every once-in-a-while. (Or, really, as often as he was capable because otherwise he'd just get bored).
There was one girl that he'd heard about, someone named Cho Chang who was involved with Harry Potter in Dumbledore's Army. He knew about this connection through James Potter, and he figured that someone like Cho might be worth recruiting--or at the very least, checking in with since the Ministry's take over.
It was getting more and more difficult to play dumb. Everything was still going smoothly at the Ministry, all the departments functioned like they ought to, and besides the heritage checks, nothing was really out of the ordinary--the average worker didn't even know that Death Eaters were running the place. Or, at least they didn't yet. Dearborn was pretty sure that it would only be a matter of time before everyone caught on.
The Ministry was a big place, and Caradoc didn't venture out of his department very often, but after some time and some help from various other Ministry workers that he passed in the ebony halls, he was able to locate the office of one Miss Chang. He cracked his knuckles before tapping on her door with the back of his fist.
