Personality
Gale is a passionate young man. When he commits to something, he does so with his heart and soul, and he will strive to see it through no matter the consequences. He has a strong sense of right and wrong, which may or may not align with society, but he holds fast to his personal beliefs. His sense of self is sometimes all he really has, so it is important to him to hold on to it.
One of those beliefs is that people have a right to food. As such, he rarely considered the consequences of going outside the fences to hunt and fish. Hunting and fishing provided much needed food for his family, and Gale would do anything to protect and see them thrive. Honestly, there isn't much Gale wouldn't do for the protection and betterment of his family and friends. He has always been a strong presence in his family, someone his younger brothers and sister could look up to, and his mother could count on.Even after he got caught illegally hunting, and punished by lashing, Gale continued to do what had to be done to provide for his family.
Gale is selfless when it comes to his family. He will put their needs above his own, every time. He is proud and doesn't take hand outs. He works hard, and earns whatever he gets. He does not like to be given things he hasn't earned. The price of charity weighs heavy on him, and he feels like everything should have a cost, or be earned. He is stubborn and determined, once he makes his mind up it's hard to change it.
Gale has a lot of anger built up inside him. Why should he? He was born into poverty and oppression. He was born into a society where the rich get richer and the poor get poorer. His hatred for the government is keen, and well founded. His anger can be explosive, and sometimes blinds him to a different way of acting. He longs to start a rebellion against the oppression of the Capital, and does not hold back expressing this truth.
Another notable aspect of Gale's personality would be that he is hesitant to make major decisions that don't impact his family's survival. Even after Katniss returned to District 12, Gale failed to prove to her just how much he loved her, and he missed his chance at a life with her. He is ruthless in pursuit of survival, but when it comes to emotions and the like, he's a bit less likely to assert himself. There is an unconscious fear of failure, of not being enough. He lacked a strong male role model in his life, as many of the men born to District 12 failed to live long enough to provide guidance and true mentoring for their sons.
Gale is a fast learner, and can adapt to stressful situations. He has an ability to analyse a situation and do what needs to be done, and acting on instinct and with survival in mind. Gale is a young man who has grown up way too fast, in a harsh, unpleasant world. He's made a lot of tough decisions, and through it all he will do whatever he can, whatever he has to do, to keep those he cares about safe from harm.
History
Gale was the first of four children born to his parents. The Hawthorne family lived in The Seam, the poorest section of District 12 in the country of Panem, which was once The United States. District 12 happened to be the poorest of Panem's districts, with unstable electricity and unreliable food sources. Gale's father worked in the mines, leaving Gale to be the man of the house as he grew and fell into the role of caring for his brothers and sister, until he would either be reaped or started working in the mines himself. More so after his father died in a mining accident when Gale was just 13.
Each year, all 12 Districts have a Reaping. Each child in the District aged 12 to 18 has his or her name entered into a lottery style drawing. One boy and one girl are chosen to participate in The Hunger Games, a battle to the death with only one child of 24 surviving the ordeal. The Hunger Games is a televised event, treated as a festival, and meant to remind the Districts not to rise against the government, a reminder of sins from the past. Gale sees it for what it is, government control. The poorer kids can opt to have their name entered multiple times, in exchange for a tessera, year's worth of oil and grain. Each year Gale took tessera for all of his family members, so that at age 18, Gale's name is in the lottery 42 times, but thankfully avoided being called each year..
Unsurprisingly, Gale developed a strong dislike for the government. He saw how District 12 was oppressed, how the poor were forced to take tessera and how the system in place kept the people of District 12 at odds with one another. Gale's attitude toward the government made him something of a rebel. He often thought about slipping into the woods and living off the land. Being a skilled hunter and fisherman, he felt he would be able to survive. The problem was that hunting and fishing outside of the fence that surrounded District 12 was illegal. Still, Gale often breeched the fence to hunt and fish, and traded his bounty in the black market, despite the risk.
Gale's best friend and hunting partner is called for the 74th Games. She survives, though their friendship is strained afterwards. She had pretended to be in love with the other tribute from District 12, and back in the District a rumor started that Gale was her cousin and not her best friend. Considering Gale was in love with Katniss, he was a little peeved. Considering they shared a kiss the first moment they were alone, weeks after Katniss returned to District 12, and they both tried to pretend it didn't happen their relationship suffered a crack.
Katniss' victory ensured her family had newfound wealth, while Gale was forced to go to work in the mines to support his mother and his siblings. He continued to hunt outside the fence, and Katniss would join him on Sundays, even after Panem's president visited Prim and threatened Gale and revealed he knew that Katniss and Gale had kissed. Katniss suggested running away, which was always Gale's dream, but then he changed his mind and stormed out. He had shot a wild turkey which he intended to sell at the market, but he was intercepted by a new Peacekeeper, and taken to the town square where he was publicly whipped for illegal hunting.
As Gale recovered from the lashing, treated by Katniss' mother and occasionally her sister, the first real seeds of the rebellion Gale so desperately wanted start to form. No concrete plans were made, but the sense that it was going to happen started to take shape. And then the 75th Hunger Games were announced, mandating the tributes be pulled from the pool of past victors, meaning Katniss would be going back to fight again. Gale, meanwhile continued to work in the mines and tried to keep food on the table for his mother and siblings.
GAME ENTRY.
Unable to sleep, Gale slips outside to walk and clear his mind under cover of darkness, as Peacekeepers are stationed all over District 12. A mist rolls in, giving him even more cover and invisibility. Only problem is, once the mist clears, he's in Dunwich.
SECRETS & FEARS
ARTISTIC TALENT.
Gale has a secret artistic talent. He doesn't really want anyone to know about it. He draws, mostly maps or weapons schematics. He has an over active mind and drawing helps him center and focus.
OPPRESSION.
Who doesn't fear oppression? Gale has lived with it all his life. He hates it. He hates the government and all it stands for. Arriving in Dunwich, he will have a keen fear of continued oppression by some unseen government.
DEATH.
Gale has no fear of dying, though if he's honest he hopes he dies fighting for freedom. He never feared being reaped, despite putting his name in multiple times every year. He did it for his family. Still, leaving them alone is his biggest, darkest, most suffocating fear.
POTENTIAL.
Gale is a little bit afraid of his own potential. He may come from a time before he has made bombs in the course of war, but he knows he has the potential to do real damage. He believes rebellion is the only way out of the oppression the poorer districts face, and he is more than willing to do his part to make it happen despite being afraid of it. He rationalises that freedom is worth dying for.
Skills and abilities
HUNTING.
Gale is an experienced hunter. He uses a bow to hunt in the forest, and is also quite skilled at traps and snares for both woodland creatures and fish. His family has relied on his hunting for food in order to survive, and he is able to move quietly and catch/kill effectively, with a clean kill so that his bounty is well received on the black market.
TRACKING.
Along with hunting, Gale is a skilled tracker. He is able to follow even the most faint trail. This is particularly effective in hunting animals in the forest.
SURVIVALIST.
Some people accelt their lot in life and that's that. Not Gale. Gale is a survivalist. He has learned to adapt and comepnsate for the lack of resources in District 12. He has a lot of anger, but he isn't paricularly a fighter. His best weapon is his mind. He is a fast learner, and he is able to adapt on a dime. This skill translates later to his ability and willingness to create bombs for the Rebellion, though that has not happened yet at his canon point.

At some point I would like Gale to have his bow from home. He is not one for sentimental attachment, but the bow would represent his past and all that he has been through, if he were to have it.
