Empire City is a classic oil boom town. Springing up a couple of decades ago as drilling in the county took off, it ballooned. Then it burst. Without the infrastructure (pipeline, refinery, etc.) of somewhere like Enid, Empire City's life was limited. Its population has been in decline for the better part of a decade and it lost its post office December-last. It kept its (consolidated) school, however, so hopefully word of a carnival will spread to the surrounding towns through the school's students. And maybe the carnival will help reinvigorate the town for a week or two… In its heyday Empire City was home to a number of good time establishments. There will still be a saloon open (serving that 3.2% beer) and an old picture theatre could probably be commandeered if anyone can operate a projector.
