Summary: State of the Union speech
James waited until the middle of dinner, making sure that everyone was there. For once, directives had been sent out so that anyone off duty, regardless of when they usually ate had to be here. The only exception was the dragon keepers and he planned to fly out later on and give the same speech.
They had spoken after Regulus' party. Alastor, Severus and James had three very different ideological backgrounds and convictions, but all three were practical, and after much discussing, they had finally reached an internal compromise, which would now be presented to everyone.
"Ladies and Gentlemen, if I could have your attention for a moment." He stood, one hand on the podium, waiting for people to quiet down, before speaking again. "A month ago, Riddle took over the Ministry. Just a month ago one of the greatest wizards of our history died. Only a month ago we all came here to seek the protection of this castle, and the school protected us. In case, anyone has forgotten, all of this happened one month ago. Thirty-one days. It was not a year ago, or six months ago, but one month ago.
"In this month, we have set up a new government, created a school and a nursery, establish training for the adults, dealt with a full moon, gotten hold of six dragons, created a club and witness the return of two people that had died. All of this in thirty-one days. If you think we've been working too slow, try to remember how long it takes to get an Apparition license from the Ministry and then talk to me again.
"Our first priority was to ensure the safety of everyone here. We have done that. We have created rules that don't exist because we have nothing better to do, but because they ensure that everyone is safe. Now that we have that, things will be better, but not necessarily easier. Resources will once again shift. The security we needed inside the castle will be moved to create strike teams, so that we can fight back and retake the Ministry. That means that everyone needs to cooperate.
"As our forces are shifted, people from other departments will be moved into security. I know some of you are thinking that you're just civilians, you never wanted to fight, but the truth is that everyone needs to learn how to fight, how to defend himself or herself. We're not asking you to go out there and face Death Eaters, but you might be forced to. You might even have to do it inside the school. A Death Eater could return in this room, Haven, the library, your very own bedroom. You need to act before he kills you, because security can't be everywhere at once.
"With this new security in place, we'll need people to follow the rules even more, because not following the rules gets you killed. No more sneaking around, no more trying to see the dragons, no more games. You are adults and we expect you to act as such, but since some have demonstrated that they are nothing more than children, we have created a prison. You will still be required to work, but you'll be spending all of your free time in a nice jail. There will be other consequences as well. If we feel that any activity, be Haven, the library, the courtyards, anything at all is interfering, then we will close them, temporarily or permanently as the case might be.
"We are not playing around, ladies and gentlemen. We can't not fight the Death Eaters outside if we spend all of our time dealing with nonsense. However, since we understand that people have had too much free time, we'll have mandatory training schedules soon enough. You get an extra two hours after your shifts. You will be evaluated and classes will be given according to your level. Everyone over the age of eleven will be required to take them. Obviously, we don't expect school age students to go out and fight, but they will be studying by assisting people in different departments, some of them are headed by professors, so it shouldn't be too strange.
"We are not doing this because we want more power, but because we need more free time so we can go out and fight. Starting next week, we will have teams organized so that we can strike back. While we would have loved to do it before the full moon, but we simply don't have the time, and speaking of the full moon, the werewolves will be using the Quidditch pitch. If it becomes too small for the number we have, they will allow to roam around the area. I'd like to remind everyone that it is against the rules to go outside. However, if you are stupid enough to break those rules, I wanted to mention that jail won't be your only problem, you'll be facing thirty-three werewolves in a very small space, six very antsy dragons, plus the many creatures we have in the forest. In short, stay inside.
"Ladies and gentlemen, I know everyone expect things to relax, but we can't, not until we have won. The first war against Riddle lasted years; the second one lasted a year. We plan to end it sooner, but we can't do it without your help, not just in getting ingredients or making potions or helping security, but also in avoiding waste of resources. Next time you have a problem, stop and ask yourself if it's vital in fighting Riddle. If it's not, then it can wait. If you still feel it's important, we have a list of people that you can go to." They had decided to let the council get involved, although of course the name 'council' was no where to be found. They also had to get around to tell them, but that could wait until after dinner.
"The list will be posted right outside of security. They might solve the problem on the spot or tell you that they will get back to you. If it involves security then come to one of the three of us. Again, think before you approach anyone. We need everyone to use common sense and help us. This isn't my war. This is not Harry Potter's war. This isn't one person's war. This is our war, and I mean every single one of us. We are going to win, but only if we do this together. Hold on tight, because this is just beginning," he said, finally smiling, "and we won't stop until we've got rid of Riddle.
"Thank you for your attention, and enjoy the rest of your dinner." With a nod, he walked off of the podium and prepared for the eventual fallout. He figured it'd be a week or so, before the bitching would start again.
