Bellatrix watched Pansy, and it was not hard to see that she was resisting any thought to a union between Andromeda and Stephen. Theodore seemed less interested in the idea than his wife. Perhaps she'd just bring the matter up with Stephen himself, make him understand that there was no choice. At the moment that seemed the wiser course of action.
She smiled at Pansy. "Yes he has," she said, with a slight emphasis on he. "Stephen's research also seem to be useful for now." Those things could change, and quickly.
"Yes," she answered Theodore. "Mudbloods of course can't marry anyway, halfbloods will be devided in two groups - those who can produce pureblood children and those who cannot. The first category will be allowed to marry, the second not. Men of course will not be allowed to marry. Any marriage already in place which is in violation with the new rules will be dissolved."
She smiled. "When the marriage laws are in place, we'll look to ways to keep undesirables from ever conceiving, but it's a later question." Perhaps another area of research for Stephen. If they could stop children of the wrong blood from ever being born it would be tremendous help to their society.

At that moment a voice clearly belonging to that of a house elf declared dinner to be served. It did point to the Nott's good class that the elf never showed itself. She stood up as her host and hostess did, putting her glass of champagne on a silver tray which suddenly appeared by her side. She'd observe Stephen and Andromeda at dinner, and then she'd speak to Stephen at first opportunity.
She'd make sure Andromeda kept an eye on Pansy when she moved in, make sure the woman stayed as loyal as her husband and son.
