No one is ready for this and most of them will be looking for Dumbledore to lead. There's going to be civilians and families in addition to fighters. We have to get them organised and disseminate information, formulate a plan for immediate survival with a timeline of possibly hours...
"And when I say 'we', I mean that literally as including myself. Not a general 'we' as the Order. With Dumbledore dead, myself and two others are in charge. Until we get there and see what's needed, I can't promise more than 'soon'." And he was very purposefully not thinking of the fact that he didn't know where Marlene was at that moment. Or the others. "But, we will talk. I promise."
