The subject ran out of his residence while under a curse from Lord Voldemort. The subject admits that it was a foolish decision, and he acted irrationally. He caused an incident in which aurors were called to locate the subject while he had simply stayed out for a night and returned of his own volition in the morning.

Although the aurors were called to locate the subject, he was fully within his rights to leave his residence. He was not in immediate danger, although he was becoming ill. He agrees that he made poor choices, but there was not a need for the department to become involved unless it appeared that he had been kidnapped or in a more grievous condition.
The attack on our subject and his friend occurred in a public place surrounded by muggles. The subject drew his wand at the sign of disturbance and began looking for the perpetrator. I believe it was handled well up to that point, as randomly firing into a crowd of panicking muggles is never a good idea.
The subject hesitated when his friend was hurt, out of concern for him. He dropped to see if he was alright and taken almost instantly by the perpetrator.
It is my belief that the subject should have taken his friend and apparated immediately to Saint Mungo's for treatment. He also should have been mindful of his location and situation. They should have apparated instead of walking. They should have used more caution in choosing the establishment they frequented often. While they did have some security, they did not allow the detail to get too close to them. They should have been better protected and the situation could have been avoided.
Subject was held hostage at Lestrange Manor for approximately three weeks. His report was brief and not detailed. He was not allowed to leave his room, but he should have taken the time to examine small things like glasses on the table, or voices. He should have listened for clues to others from the lady of the house. He also should have asked to be out more so he could make more observations. He did offer himself as a candidate for legilimency to retrieve more details of the house.
