"I see." Alastor bit down hard on the immediate flash of irritation at that news McKinnon had been discussing his own position without mentioning it to him.
Instead, he focused on the actual question at hand.
"She's right. The one in charge of the Voldemort unit has to know how his mind works inside and out. But," he added, "that same thing holds true for anyone trying to track down a killer. The difference is delegation. The Homicide Unit's Head is going to be giving the job of knowing most killers to the men under him. The Head of the Voldemort taskforce doesn't have to delegate the task.
"Perhaps we're all looking at this wrong, now that I think about it. Both the Voldemort and Werewolf teams are not equal to the other units. They're specific investigations that require cooperation from all units. Once Voldemort and the pack are brought down, both taskforces will dissolve.
"It might be more logical to split the numbers between the major units and then pull the top people suited to the specific taskforce from those units. The taskforce becomes their primary assignment with the most senior member of each acting as the Taskforce Leader and reporting to a committee of all Unit Heads, under your command. That puts the handling of day to day work for both in the hands of the team, with major decisions going through you as Head. It also addresses the issue of chain of command once those taskforces are dissolved, so you don't have to figure out what to do with two people who have been named Unit Head and now have to be demoted as their Units no longer exist."
