If a kidnapping isn't done by him in person, it should go to kidnappings. Same thing with the werewolves unit. They can take the leads, about the werewolves, but let the actual killings go to Homicides. SO maybe get some of the people from the Voldemort unit and add them to Homicide. The point is that the people in that task force need to eat, sleep and breathe Voldemort. They have to study him, know everything he did, predict what he will do. They need to understand him like they understand their wives. Smaller works better than large. To be honest, I'd put Alastor in charge of Homicides, but he might disagree with me."
