Charlie had to keep moving, had to do something other than stand around and try and pick up the pieces. They were taking care of things at the Burrow and he needed to move - he couldn't let himself start thinking, or it would be just like the Battle of Hogwarts all over again.
And so he went to the Village, he'd grown up there, knew people in the village - he could help there.
He started with the fires, putting them out, because they were the first thing he could see, it was when he started finding people that he went to help them as well. And there was Remus, and Charlie rushed to add his own help where he could. He might need to stop thinking but that didn't mean he needed to let his guard down.
