Jacob had been directing the groups, as they worked their way through the town, he set fire to a nearby building. He was confident the others knew what they were doing, that they would get out when the time came and he directed his attention to a home on a rise above the town.
One that as of yet seemed untouched. And that just wouldn't do, not if they were going to get their message across, and he headed in that direction, shouting out further orders behind his back as he went.
The anti-apparition charm was easily done, as Jacob approached the house - Jacob wanted to be able to take his time, without worrying about anyone blinking away before he'd had his chance to play.
Jacob raised his wand over his head casting a blasting curse at the house, not aiming for the door, but instead an open expanse of wall. He'd seen the fires rising from where Bellatrix was attacking and Jacob shook his head, it was so much more satisfying to work without the fire directing what you could and couldn't do. And as the people inside started waking to the sound his initial spell had caused.
