Percy watched his brother's face and then nodded at the reply. He knew Bill would get the job done, even if Bill could use a hair cut.
"We did fail in preparing them," he agreed. "But I'm not sure how much they could've been prepared without the very real presence of a threat. At least they've known peace and know what they're fighting for. That's better than what a lot of us had thirty or forty years ago."
