"I don't think anyone is really used to per se. It's just some of this stuff- Well, I paid attention to some of these rules because of the reporters and now, it's becoming even more important to think of them," he said.
James chuckled. "Probably but then I never got caught. It's not my fault that you two did," he asnwered. However he frowned when he saw her reaction. This seemed a lot more than school pranks.
"That's not it, Minerva. We have the right to kill any werewolf that attacks a person. If he has no interest in attacking anyone, then there is no problem," he said. "And besides, my father has made it clear that it's a last resort." Something he didn't agree with, but would obey if he could. "So yeah, I'm really not to impressed with that rationality. We aren't going to use that list to go an kill people. We aren't an execution squad."
He shrugged. "I don't know, Minnie. I really don't. It's not like it's an easy potion to make. There are very few people. Dale takes it but he's registered. There's Teddy but he works for the Ministry and he'd be required to report him. I don't know who else; I could try and find out."
