Theo didn't let her behaviour affect him. He rarely did. He was not particularly fond of people in general, and those who made no pretence of being nice were generally easier than those who did. Then you could at least be spared much of the the pleasantries (some were in his mind always required) before you got down to business.
Handing her the proposal, he took a seat in one of the chairs. "With dead coming back alive, magic as we've known it so far changes," he said plainly. "My department already has the skill and knowledge from investigating the afterlife, I've noted down those most suitable to amend their research and work out why people are suddenly coming back to life now, and how."
"I've also noted down a few suggestions on how other departments and institutions - specifically St Mungo's - can help us solve this."
He paused, letting her read at her own pace, though that was really the sum of it. "I've left out the security aspect for now, save for a few paragraphs about Aurors and hit-wizard continuing to patrol the school. I don't wish to intrude on areas that are not my own." Or rather he wouldn't care to since he had a feeling Narcissa would already have a plan for those things in order - and it really was the Auror department's worries. He was mostly interested in the how and why, he didn't care too much about the implications around it. Not as long as his family were safe.
