Aloysius would have actually been on time, having set two alarms to remind himself to drag himself out of his research. He'd have a folder full of parchment with various ideas, useful and pie-in-the-sky, scrawled on them. He'd have definitely taken a bagel (he skipped lunch... again).
He'd have pulled his sheaf of parchment out them started laying out the thoughts he'd had since Rufus first mentioned the meeting.
1. The ink/dye idea he discussed with Pepper some time ago - the DEs might be robed and masked but they'd have some skin clear (possibility brought up of accio-ing gloves/robes/masks and discussion of whether the DEs would think to have charms keeping them on. Maybe the masks, possibly the robes but the gloves??). The dye/ink would obviously need to be impervious to charms to remove and/or disguise it. He'll admit they could just stay holed up in their homes but it an idea. Also discussion as to whether its better as a charm or something more tangible (variation on a water bomb?)
2. Traps since ideally the DMLE needs to capture in the act rather than kill. Either works in terms of establishing the guilt of the individual but the DMLE needs more names of the group of DEs as a whole and for that they need living captives. Possibility of charms, maybe attached to small physical objects that can be thrown at or near the DE and are then triggered by some means to release a trap spell (existing/need to be developed??) or even a stunner maybe.
3. Listening devices. The DMLE must have people they suspect of being DEs but have no proof. Some sort of listening device to eavesdrop on the person - whether that's somehow attached to the person themselves or placed in a particular place. (Think variations on the Extendable Ears that the Weasley twins will eventually invent).
4. In regards to weapons against werewolves, Aloysius has a wizard's distaste for Muggle guns despite acknowledging their usefulness. Silver pellets (sharpened? something similar to a shuriken?) that can be flung magically might be a more magic-friendly alternative. Can silver be made fine enough to create nets? Capture and incapacitate in one move. He thinks it's best to be able to deal with werewolves from a distance given what happened to Alastor Gumboil.
He'd also ask if Rufus has anything specific in mind that he wants, irrespective of how likely he thinks it might be to make/create. Might as well put all the ideas out on the table. Even the wildest idea might have a kernal of sensibility in it.
