"Well, it's not over, that much is clear."

Isaac rubbed his temple, and part of him was glad he'd had Tristan over to keep Lan company. Lord only knew he was going to be pulling late nights until the start of school. Likely beyond.

"The Unspeakables and a small group of arithmancers are studying those we know have returned. Estimated times of return, dates and times of death where known, age at time of return, all the other factors. There is absolutely no way of telling who else has returned, but it's safe to say that at least one person has slipped through and arrived unnoticed. At least," he added emphatically.

At least one, perhaps as many as a dozen? Two dozen? Who knew how far the magic had spread, what sort of pattern it possessed.

"Clearly it was not a one-shot deal with the return of Sirius Black earlier today. This means the public has to be informed. I do not believe we need to share a list of those who have returned unless they pose a threat to the general public. I believe they should be warned that it is possible Fenrir Greyback has returned, but I don't think we need to throw out the Dumbledores, Mrs Potter, or Mr Snape. They have endured enough time in the spotlights and should be allowed to live out their second lives without a media circus at their doors."

Isaac smiled at the faint ripple of laughter that moved through the room. "But all the same, if someone's Aunt Martha comes strolling out of her old bedroom it is understandably going to cause a stir. I'd rather we get a bit of mocking than being chastised at some later point for not enlightening the public. Now that we know for certain it hasn't yet stopped, the public needs to be informed."

Turning some pages of his notes, he sighed. "In the meantime, we need to develop rules and procedures for those who have returned. We'll need to go over wills and allocation of property. We'll need to set up a network to reunited the returned ones with their relatives if they have any surviving ones that they're on good terms with. In the event they have no surviving relatives - or none who will take them in - we'll need to arrange for a residence and perhaps employment aid. Those who died twenty, forty, sixty years ago - or are coming from points that far back - will need ways to catch up with how times have changed. Something needs to be arranged by way of reeducation. This is to be treated as a full scale ongoing project. We'll write up memos to the relevant department heads and go from there.

"This is going to be a Ministry wide affair. Everyone who can be spared will be spared. I am perfectly aware our Sports and Games department is utilizing some of our resources, including employees. They will still need to maintain their work and position on the Tournament, but anyone who can spare even an hour is encouraged to do so. We'll go on another recruiting drive to try to spread out the worst of the work if the Minister is amenable to the idea."

"For a moment," chimed in a voice from somewhere in the back. "I thought you'd taken over the Minister's position. Grand plans, Farnsworth."

He chuckled. "Necessary plans. I'll write up the proposals and submit them for approval. If you have suggestions, protests, or better ideas, by all means submit them to be sometime before midnight tonight."

Isaac glanced over his notes once more before tapping the papers together on the podium. "I now leave the floor open to anyone else who has an opinion this evening."

"Think we should probably let you get started. You've set yourself up for a damn lot of writing."

The laughter was a bit more pronounced this time, and Isaac grinned softly. "Procedures are procedures. I leave the floor open," he continued before he retreated to his seat. He flipped over one of the pages and began to outline the first of many, many memos he'd be composing over the course of the next few days.
