Cal couldn't look at this more heavily than his job required. That would mean acknowledging and diving into the very ugly facts of the world, wherein governments -- and peoples working outside of them -- took regular old humans for these same purposes. Minds or exploit, or undesirables who wouldn't be missed and could therefore be tested on. Humanity, mutants included, came from some very dark origins, and Cal was waiting for the day when some kind of superhuman solved all of the world's problems for it. But then they would probably be the big bad, so it all was kind of helpless and pointless and futile.
