Neville knew what Draco was saying was very true. He himself often felt tense around certain people, like he had to keep his guard up... and that wasn't good for anyone, considering who was 'in charge' at the moment. "I know what you're saying, there's been too many people dying altogether." He didn't even mean his father, who had died from natural causes - but friends, colleagues - some deaths had a culprit.
He was trying to keep a clear head thinking about all of this. This was clearly a meeting that would bring up lots of notions that would take a lot of thought - it seemed that way to Neville at least. "No, there's too much in the past to bring it up front again. Best to leave it there, where it belongs. Everyone's spent too much time in the past, it's been a hindrance." Better rules... Neville was interested in how they could be brought about and was willing to listen, if it meant better things for their way of life, for his family (however small it was) and friends, he'd have to consider everything very carefully. "Is there anything you had in mind?" Neville knew the answer before he'd even asked the question, he could tell Draco's mind was swimming with ideas.
