Percy had built up his life on rules, on doing what was required and now he was caught in this mess; the only way to get out of it was to lie or do something that was not transparent, and he didn't like it, but what was the alternative? If he resigned, Umbridge would have a field day. She'd appoint whoever she wanted and then the independence of the department would be destroyed.
