Fleur had been so upset when she first read the newest decree that it didn't hit her that the children and Bill would have to register also. It angered her that anyone could think her children were dangerous.
Not only, did they not have enough Veela to be dangerous, they were 6 and 4. Charlotte hadn't even shown any signs of magic yet and Lucas only had problems with accidental magic when she was very frustrated or upset.
She was just trying to decide what to do about it all when a house elf appeared beside her. It had surprised her, mostly because she wasn't expecting it. She took the letter and thanked him and once he left she read through it.
She was intrigued with his suggestions and if they could keep this woman out of her hair, then she would do whatever she needed to.
