Theo smirked. He knew he'd liked Higgs for a reason. He looked at the liquid in the glass and swirled it a moment.
'Muggles,' he then said. 'That and polyjuice,' he added. He waited a short while, letting the words sink in before he lowered the glass and looked at the man in the other chair.
'I've arranged for polyjuice, complete with hairs from four different Muggle men. All unremarkable, and all with fake papers. These unremarkable men, will take their unremarkable owls to get them tagged tomorrow, all according to the law.' He smirked. 'I'll need your help to, first of all, mark the birds, second to spread the words to the right people that for a small price, there is a new post office in town.'
He took a sip of cognac. 'Of course this can never be tied to me in any way, I'm sure you understand. And I'm hoping you'll have a good and proper front for this - someone trusted.' More importantly someone he could trust to give him information but keep the fact that he was getting it quiet, but that little demand would be spoken later.
