It wouldn't be hard to see neighbours turning other neighbours over as a Death Eater after only a minor disagreement, and hopefully that would keep them far too busy and distracted.

Bellatrix was right. "This will certainly bring a few out of the woodwork," he admitted. Those who had gone into hiding, or were thinking of turning tail would be likely to show their faces again.
"Of course, we might need to remind some of them where their true loyalties lie." The thought of sending Rabastan and Lisa, and possibly Fenrir out to remind them of what was at stake if they left.
