	Apparently, upon his arrival, some witch from another world decided to curse his heart against his first love which was apparently Hayley. Thank you, Rebekah. I consulted someone from that world and he said it was designed to be unbreakable. Something called a "True Love's Kiss" can break any curse from their world, yet Jackson and Hayley can't even go near each other. Killian said that other types of love, such as familial love will sometimes work but he has no family here.

It's the most sadistic Catch-22 that I've ever heard of.
