Envy couldn't stand it. He was still so close to his human self, but too much a damaged homunculus to do anything about it. He was still human enough to want to fix this, to want to grab her up and hold her close and make sure nothing ever hurt her again, but too many years with Dante made it difficult at best. His immortality made it impossible at worst.
