The Joker's brain was Very Busy (was there ever a time when it wasn't running at least two conversations and a few jokes and a blueprint for a masterpiece of chaos?).
He was pacing the empty warehouse on the edge of town (and just WHY does evey town have one or more abandoned warehouse? It's perfect of course, but really, they might as well post a "Villians Lair for Steal" sign out front and EXPECT the bad guys to move in. Everyone is always so surprised, like "Wow, we never thought to look HERE for the criminals!". Hmmm, villians realty...that had possibilities...no, no, it didn't, but it WAS funny.)
Gotham had been a GREAT place to work. But it was time for a change, time for a break from the Bat. Give the city time to recover and go back to a false sense of security.
Now, he wasn't foolish enough to think this would be EASY. Just because this town was small and quaint, no, that meant nothing. True, he could probably walk into any shop and TERRORIZE the owners, take anything he wanted, but where was the FUN in that?
True, there is no mob here. That was a bit of a catch-22, really. No worries about pissing them off, but at the same time, no chance of pissing them off.
And true, based on the people he'd seen so far, his appearance wasn't QUITE as stand-out, special, unusual.
And where was he going to recruit? AGGRESIVE expansion was proving difficult, with no ex-mobster lackeys and no escaped lunatics and an underground that consisted of a sad alley with one low quality drug dealer; a few homeless, toothless bums; and...something that might be a dog or a large possum/racoon hybrid. He really wasn't sure.
Gotham, being large and full of sin and crime and people that actually WERE crazy (unlike him, he's the only one who's truly sane), and equally full of self righteous, self loving, "I'm so much better than YOU" nuts, was not only FUN, it was EASY to work there. Opportunities were just RIGHT THERE.
This place? This job? Now that's actually a challenge!
But...no one can work on an empty, growling, angry stomach. And he was thirsty too. Maybe that strange little bar. He could plan, maybe even recruit, there. He grabbed his coat off the nail it was hanging on and headed out the warehouse door.
