"Confronting the Chancellor."
The third and final "Birth of the Rebellion" deleted scene from the Revenge of the Sith DVD is titled "Confronting the Chancellor." Bail is not in this scene, but I offer it here for completeness.
The scene opens with a shot of the exterior of the Senate building at sunset. The camera then moves inside the building to the Chancellor's office where a petition is being presented. The so-called "Petition of the Two Thousand" is a document signed by two thousand Senators that expresses the wish that the Chancellor stop the fighting and resume dipolmatic relations with the Sepratists. I also calls upon him to make a promise that he will make no more amendments to the constitution and that he will give up his emergency powers immediatly upon the end of the war or a peace agreement. Those in attendance are: Chancellor Palpatine, Jedi Anakin Skywalker, and Senators Padme Amidala-Skywalker, Fang Zar, Male'-Dee, Nee Alavar, and Meena Tills.
Chancellor: I understand your reservations completely, Senator, and I assure you the appointment of Governors will in no way compete with the duties of the Senate.
Padme: May I take it then that there will be no further amendments to the constitution?
Chancellor: I want this terrible conflict to end just as much as you do, My Lady, and when it does I guarantee an immediate return to democracy.
Padme; You are pursuing a diplomatic solution to the war then?
Chancellor: You must trust me to do the right things, Senator. That is why I am here.
Fang Zar: But surely...
Chancellor: I've said, I'll do what is right. That should be enough for your committee.
Padme: *rises* On behalf of the Delegation of Two Thousand, I thank you Chancellor.
Chancellor: I thank you. For bringing this to my attention, Senator.
Padme and Anakin share a look. There is obvious tension. Neither knew the other would be at the meeting. Padme now has trouble because Anakin knows she has been doing something behind his back. The group leaves and Anakin watches them go.
Chancellor *to Anakin as the others leave* There sincerity is to be admired although I sense there is more to their request than they're telling us.
Anakin: What do you mean?
Chancellor: They're not to be trusted.
Anakin: But surely Senator Amidala can be trusted.
Chancellor: These are unstable times for the Republic, Anakin. Some see instability as an opportunity. Senator Amidala is hiding something. I can see it in her eyes.
Anakin: I'm sure you're mistaken.
Chancellor: I'm surprised your Jedi insights are not more sensitive to such things.
Anakin: I simply don't sense betrayal in Senator Amidalla.
Chancellor: But you don't seem to want to admit it. There is much conflict in you Anakin.
*Anakin looks away, conflicted.*
Interesting things to note about this scene: the outfit the Chancellor are wearing. The red outfit the Chancellor is wearing is the same one he wears when he admits to Anakin that he is a Sith.
