Over the Hills, a Distant Rumble of Thunder

Locke glanced out at the assembled might of the DMS in the briefing room, most of whom were still in the monosyllabic stage between waking, and the first cup of coffee kicking in. Still, the thirty-odd agents in the room represented all tiers of service, from the senior hands to those fresh out of Quantico.
"The information is from several proven, credible sources," he said, flicking the power on to the flood lights that sat atop the briefing board. The generator sputtered briefly before whirring into life, the lights flickering into existence with it. The enormous board had been illustrated with a detailed map of the old Financial District, specifically the intersection of Broad, Wall and Water Street.
"Most of you will have heard the rumours by now, despite our best efforts," he said with a small, tired smile. "The target has been calling herself 'Old Murphy', but she has been known in other cities by other names. The common has been the 'First Witch'."
He motioned with the pointer in his hand to a grainy photo, blown up as far as possible, which occupied the prime spot in the centre. It showed a tall woman from a side aspect, dressed in a black trenchcoat. Her long, wispy blonde hair fell around her shoulders, unkempt, and under the coat she wore scraps of clothing that seemed more functional than protective. The significant aspects of her appearance, other than the coat, perhaps, weren't here clothes, though. Long scars covered the visible portions of skin, deep and old. Whomever this person really was, they had endured a rough journey through life.
The eyes, though, seemed almost illuminated, and not through the typical red-eye exposure of camera lenses.
"We believe that this is an Awoken of unprecedented capability," Locke continued. "She moves into a city, assumes a leadership role among the disparate elements of Awoken there, and tends to attack agents when she finds them. We..." he paused for a moment, before sighing. "We believe that she has multiple magical abilities at her command, which clearly makes her unique, but even more clearly makes her a threat.
"We believe she has been in New York for some time, far longer than she usually stays in one place," he said. "Our intelligence places her base of power here, in the Financial District. Our intel suggests that she has a loyal core of supporters who are willing to commit violence on her behalf, that could number between 20 and 30 Awoken. She does not use humans, by all accounts."
His pointer swept over identified Awoken in her service, with their abilities and a brief summary of the records that were available on them underneath.
"She seems to establish cults, positioning herself as a maternal figure, but her methods have been brutal, even by Downtown standards," he said. "As such, we're planning an approach of overwhelming force. The operation will begin tonight, and involve everyone in this room, along with specialised tactical units, freelance military resources and corporate support. We will also have support from... the facility," he caught himself from saying 'Black Site'. "Orders are clear in this - she is to be captured alive at all costs. As such, all units will be equipped with Malleus rounds, and not live ones. Specialised officers will be on hand with Oracle technology to contain her, and any others who resist us."
He sighed, and leaned more heavily against the podium.
"I'm not happy about it either, but these orders come from Washington," he said. "Any questions so far?"
