There was a sort of straightening that would have been difficult to imagine before Sif did it, because she was already at attention once the council began.
"If it please Your Majesty," she began, not so much hesitantly as waiting for a sign to continue or stop. Then, deciding she had permission, she moved forward, "Your counsellor Prince Loki and I have discussed developing a royal guard to protect New Asgard and, should it be necessary--" which Sif's tone conveyed that she felt was unlikely "--your royal person. And also, for those times when someone in our own community breaks the laws of New Asgard, a small jail to hold them. Perhaps a handful of underground cells, so as not to show our technologies and gifts to Midgard."
Sif paused there to take a look round and see how the council was taking that. "Prince Loki estimated he could do the work in, if I recall correctly, three days. Otherwise I have some estimates of what it would take to train and arm our warriors and build the jail by physical labor."
There was a neat stack of folders with her preparatory work written up for each councillor to read. Sif handed one each to Thor and Loki, and placed one at Val's seat, before passing the rest around so that everyone had one.
There was, of course, another piece to the proposal but she wanted to see how they took the first part before discussing anything more.
