Between Sif's patience, and Loki's impatience, Thor sat a few moments longer, carefully palming the note before clearing his throat and giving a nod to everyone.
"Welcome all," he boomed out. He would have stood but they were all seated anyways. "Thank you for your attendance. We have much to discuss. Although we have been here in our new home for some time, we have not formally met as a council. The flood and attack on our home has reminded me of that oversight, and I am pleased to see we are all here and present."

Eir was a good one to talk first because she was ridiculously optimistic. Frigga had always encouraged meetings to start with the most positive information, in order to set the tone. Also, because Thor had only the minimalist knowledge of the sciences, it also meant he could write Loki back.
