She knew that she couldn't let her true outrage at this revelation show. That would surely bring unwanted attention to the two of them, and besides, how much of what Percy had overheard was actually true? Still, Penny sat back in her seat, worried her lip for a moment, before responding simply, quietly, "I see."
As was inevitable, thought were racing through her head at breakneck speeds. She could feel Percy watching her still, perhaps cautiously, as she glanced around the cafe. How many of the patrons were also Muggleborn? How many in the Alley proper were? Could they really be stripped of their rights so easily? Would the population at large even allow that to happen? Yes, Penny occasionally thought the Ministry corrupt, but had it fallen from grace so much? Eventually, she spoke again, attempting to keep her voice as level and as soft as possible in comparison to her inner turmoil.
"What could even be their basis for confiscation?" Even as she spoke, though, Penny knew that it didn't matter - the Ministry was quite all-governing, and it was clear that they could pass any number of decrees to make this venture legal - as far-fetched as their reasons might be.
