Daphne shook her head ruefully. "I know. I can only assume it was too late for the current administration to have any say by the time the decisions were made over the summer," she suggested. "Though I don't understand why they couldn't make any changes. Things are much different now, no one would be able to do anything but complain. And maybe the ridiculous bouts of acting out, but none of that is surprising anymore."
She shrugged. "I don't know. Patil's all right, most of the time. Things would be better served if the power had been...redistributed, though."
