For a brief second taken aback by the witch's recognition, Percy nevertheless put on his best professional face.
"Yes, I'm Percy Weasley, and I'll be conducting your interview," he replied. The papers he held include a script for him, which he planned to read from whenever he could get away with it. He didn't want to become any more intimate with this Hestia Jones than he did anyone else he'd been assigned to question. Whether they were guilty or not they'd done something to warrant an interrogation, and Percy was in danger enough of being questioned himself simply for being a member of his estranged family.
