The shackles were on all times of day, now. They weren't tight and the chain link between them was strongly warded-- Dr. Strange saw to that. When moved, Loki had both a blindfold and the muzzle. It wasn't exactly the best treatment-- but what would you expect of him.
The room he was in would remind Thor of a time earlier in their relationship. Not exactly a six by eight prison cell, but it was small. Mirrors all over (also warded by Dr. Strange). White. Sterile. Shackled to the chair. Three times a day he would turn his back on a small slot in the door that released the shackles. He'd eat (copious amounts of food, by the way), then he'd be reshackled. Loki was doing this on his own-- not that he feared Dr. Strange. He just didn't want to feel what he felt when the good Doctor's magic came up against his own.
That and he was waiting on his brother.
He knew Thor would probably ask if his memories were back. And Loki wasn't planning on telling him if they were or not. That's for me to know and you to find out.
