She was actually a bit surprised when he told her that he didn't tell Loki about this. She had assumed that Loki somehow or another knew everything that Clint knew, but she was the first to admit that she didn't know quite how Loki's magic worked. "Color me surprised then," she said simply.
"I haven't put a chain on anyone." She had read the idea to put collars on the people that had been freed. She honestly had conflicted feelings about it. She was someone who had been in the military for so long that she naturally liked following orders. She didn't have to like the ideas batted around, though. She didn't have to like the idea that Bruce felt the need to stick a collar on himself. She didn't like the ideas of the collars for the same reason she didn't like Loki's control over Clint: it took away the matter of choice.
