We are having issues sending email to hotmail today. We are getting a lot of errors, it seems that it may not just be us, but we will continue tracking this issue.
In addition we have been working very hard on stabilizing our userpic servers. We tried a very large change the other day, while it stabilized the displaying of userpics it broke uploading. We are going to continue debugging and monitoring this issue. Please be aware that when your pictures are not displaying, we haven't lost anything and are just having temporary issues with displaying this images.
