It's a Firefox/Photobucket incompatibility issue, insofar as I've been able to determine.
To fix it, go to the about:config page, find the network.http.accept.default line, clear the text value, and restart FF. I haven't had a single issue with icons from Photobucket since doing that.
If it's happening in other browsers... I got nothing.
