Regulus was working too quickly. He realized that when he got in contact with Percy with absolutely no intelligence on the Weasley family. He thought a long moment before he came up with a plan. The Weasley girl was a servant in the school. He wrote a note to her quickly asking her to come to the library, nearly forgetting to hex it private so as to not alert his colleagues that he may be trying something as well.
He was relieved by her prompt response and closed his journal. He went into the drawer he placed some of Romilda's food in to bring some out for the girl. She was bound to be hungry after cleaning all day. He set it down on a table in the back near the Restricted section and went back up to the front desk to wait for the girl. He wanted it to appear as though she was needed to clean something in the back to anyone else who may come by the library. Appearances were still important after all.
