"Some will raise a fuss, I'm sure, but..." He shook his head as he ran a hand through his hair. "Bloody hell, Penny. If he words this the right way, it could work. I don't bloody know what we need an army for, but if he keeps his power strong through fear, some might welcome it. Even if he's the one causing all the fighting and the war this army would be fighting in."
