Draco shrugged. "It might be, but other countries do it. Some of the other magical schools don't even allow wands in school. We put a lot of reliance on them. Wands were the great equalizer in the kingdom, allowing people who weren't magical powerful to perform as well as the others. Instead of improving, we always lowered the standards so the ones who couldn't perform didn't feel bad. We think Hogwarts is the greatest school, but look at Uagadou. Everyone who goes there learns to be an animagus by fourth year. Everyone who goes to Durmstrang learns the Dark Arts and they don't have dark wizards. Mahoutokoro starts lessons at seven. We got lazy and it makes us reliant on a piece of wood. I'm not doing that anymore. I am going to learn to do everything wandless."
He laughed. "Who teaches a newborn to drink milk? It's just something he knows how to do. Harry didn't grow up with wizards. He didn't have that idea that a wand is the be-all and end-all of our magic. His magic was- is instinctual. We had one class, one, and he could just do it. Sometimes I think Hogwarts did him a disservice to make him use a wand."
