Her plan had worked quicker than she anticipated, and she wasn't entirely prepared to deal with it just yet. She had expected to have to make several very public appearances to get his attention. Sylar didn't know Elle had a twin sister, Veronica didn't even know until recently, until Elle was already dead. It would be only logical for him to think he was seeing Elle. She just didn't think he would come right to her so easily, she was glad she was armed.
She hadn't shared this plan with Jeremiah or with Steve and his time. This was her own agenda, one she was selfish for pursuing, but she didn't care. She wanted to confront her sister's killer and then bring him in. She had been robbed of any time with her sister while she was here. Veronica could have used Elle after Lilly died, after her rape, and after countless other events. And now she was gone, and Sylar had been the one to take her away.
She turned around slowly, to face him. She wasn't sure how this was going to go down but her endgame was bringing him in, and making sure he spent the rest of his miserable life locked up in some rathole of a prison cell. This was what she felt would ease the pain she felt over the loss of a sister she'd never gotten the chance to know.
"You look like you've seen a ghost." She was neither confirming nor denying that she was Elle. She couldn't be Elle, Elle was dead. But if she could convince him that she was Elle's spirit haunting him, she might be able to get a confession or something out of him. Something she could use to get him off the streets.
