Katniss was young, young and impressionable. She had killed some very powerful people, and some ideals that were more powerful than people. She could be held accountable for the decline of Panem's government, whether intentional or not. She had, at the very least, started the ball rolling. She'd given the oppressed people something to cling to, something to fight for.
