Jack frowned at the theory that the City didn't allow for fee will. It was certainly a disturbing thought, and he hadn't been in the City long enough to know what to think in regards to how much control it had over the actions of its citizens.
What he did know was that he still wasn't a huge fan of Gaius. However, the man did have a point that a two minute conversation wasn't enough time to determine his reasons for seeking power.
