"To ____ with Love" is "From Russia With Love"'s IC comment box/Spam Forum/Network Bulletin, what-have-you. In the game canon it is a site hosted by the American government created so that Echo Force members could easily send messages back and forth. However, Russian Intelligence kept hacking it, so now it's just sort of used as random communications.
How does it work?
Characters post to the site ICly. They can be notes, random shout outs, information, "network posts", anything. But it -must- be IC. This means that IC rules apply. Be IC, no fourth wall breaking, no godmodding, etc.
NOTE: Characters CANNOT and SHOULD NOT use this for locked posts to other characters. If the site was being hacked to begin with, there's nothing stopping your character's private posts from being hacked either, so making such posts is completely pointless.
This nature also means that information on both sides can be leaked; if you aren't careful, your character could end up giving important information away... :)
