He'd told Ianto he was going out to explore. The young man had insisted he come along but Jack insisted he not, unless he wished to get involved in a possibly very hot threesome. To that, Ianto had just rolled his eyes and gone out to buy...groceries or something. Jack couldn't really remember now, as he headed down the street toward an office building. Upon arriving he told the secretary on the ground floor that he was here to see Neil Fitzhammon. She, of course, seemed baffled as to why he wanted to see the mayor's secretary but finally buzzed him up.

Heading up the stairs, he soon approached Neil's office, knocking.
