Those who have the power make the rules. In a city this large there are many with power. The lawmakers and enforcers try hard to keep the peace-to keep the city running in smooth and proper order. But there is another order in the city. One of honor and respect that promises protection of it's own. Protection that can be paid for in money, or in blood. Most people fall somewhere in between, in the foggy grey between the light and the shadows trying to find their way. They can stay there in the grey, unnoticed and underfoot.
