Since his brother fell into a slumber and the storm raged outside, Loki had been concerned. While he hadn't known for sure whether Thor was the cause of the storm, it wasn't hard for Loki to connect the dots. While Loki could have used the opportunity of his brother's slumber to his advantage and it was no secret that he and Thor had an antagonistic relationship, he was mildly worried about Thor and had spent a good chunk of the time keeping watch outside of Thor's door, mostly by illusion.
When Thor awoke he had some new memories and he spoke of many things that made no sense to Loki. Was there a chance that Thor's new memories were all simply a dream? That their father, Odin, was still alive and Asgard had not fallen to Ragnarok?
Loki had suggested that they meet so that his brother could reveal all of his new memories and it was Thor's suggestion that they meet for breakfast. Loki was not keen on conversing and dining amongst the midgardians but he wasn't going to put up an argument right now. He was concerned for his brother and he was curious to discuss these new memories of his brother.
Loki headed to their agreed upon restaurant, waiting out front for Thor to arrive. He was not about to spend more time amongst the midguardians than he had to.
