Edict to Request a Slave

Reason for Wanting a Slave: This request is being made about a particular slave, Ms Sally-Anne Perks. She is a prisoner at Azkaban prison, one that I visit frequently in my work as committee member.

Though Ms Perks is not reformed by any means, she has demonstrated excellent progress in turning her loyalties toward the current Ministry. She understands the crimes for which she is and has been imprisoned and accepts her guilt for them without a hint of sarcasm at this point in her incarceration. She is perhaps more truly sorry for the things she has done than any other prisoner I have come across in my work, and she seems willing to do absolutely anything to be 'good' again. As a werewolf, the situation with her is both infinitely more complicated, yet promising. My suggestion is that Ms Perks be used as a bloodhound of sorts, to use in order to track down Order members, Muggleborns and their hideouts. With her highly-evolved senses, she could sniff out to within inches an enemy safehouse, possibly allowing Aurors to breach the wards.

While I understand that she could feasibly be used in this manner while still remaining at Azkaban, it is my belief that Ms Perks would benefit greatly from a more stable, structured environment. She has proved far more clear-headed these past few weeks, remembering facts she would previously had forgotten by my next visit, and her abilities may be greatly improved by the possibility that she may be taken for closely supervised walks.

She has recently been given a dose of Veritaserum in order to test her loyalties, and I am now confident that they lie with the current Ministry. As such, Ms Perks would be an asset to our cause in this war; one I believe of great value that should not be wasted. Should the committee find me a suitable candidate, I would like to volunteer my name as owner of Ms Perks. A room is available in which I can install a cage suitable for Ms Perks during transformations for which her talents will not be needed.



The Ministry of Magic sponsors this program to reintegrate reformed criminals back into society by entrusting them into the households of approved Citizens of the Government. By participating in this program, each person is agreeing to Ministry specified guidelines with which they are to treat these entrusted persons at all times. Program participants are also submitting themselves for periodical visits from a Ministry official with little, or no notice given. Likewise, if these terms are deemed to be delivered in an unsatisfactory fashion by the Ministry of Magic the Participant can be stripped of their right to be in the program and even face legal process for their actions.

The guidelines for Treatment of Reformed Criminals are as follows:

1. Each Reformed Criminal is to be given no less than three changes of robes, including shoes, undergarments, and cloak. They must have a specified place to sleep and be provided with linens and other items necessary to obtain a moderate level of comfort (this includes, sheets, blanket, one pillow, and mattress).

2. Reformed Criminals are to be given three meals a day along with a determined time in which to eat these meals.

3. Reformed Criminals shall not, under any circumstance, be subjected to torture (physical, mental, or otherwise) for relapse. All issues regarding status as a Criminal (not limited to escape, attempting harm on their House Family, speaking in a derogatory manner towards the Government, or speaking of things that are considered treason to the Government) should be reported to the Ministry at once. The failure to do so will result in the removal of all Reformed Criminals from a House Family’s care, and subject the Family to legal action and possible imprisonment for Enabling Traitorous Person(s).

4. A set of daily tasks should be given to Reformed Criminals upon their arrival at the residence of the House Family. These tasks can vary at the Participants discretion but should always be considered with care towards the Reformed Criminals age, disposition, and physical health standards.

5. Reformed Criminals should never be allowed into society alone. They must be accompanied by a trusted Citizen of the Government at all times. Failure to do so will result in the removal of all Reformed Criminals from a House Family’s care, and subject the Family to legal action and possible imprisonment for Enabling Traitorous Person(s).


By signing below the Participant is agreeing to these guidelines while also understanding that guidelines are subject to addition, or amendment without any notice by the Ministry of Magic. The Participant is also potentially submitting themselves to a background check (not limited to Gringotts Records, Criminal Record, Hogwarts School Record, Personal Interview, Inspection of Residence, and other miscellaneous items).
