It's possible, but Waid and Johns tiptoed around outright naming him as the one that ruined Young Justice with boneheaded editorial decisions getting Teen Titans off the ground. And he was the editor on McDuffie's run, which was the home of extremely bad editorial edicts.

It's possible he's actually a great editor. But my gut instinct says the guy's as horrible at that as he is at writing.
