I don't think Norman blamed his actions on the Skrulls.

Norman's the bigger Karma Houdini. Lex at least gets charged with his crimes and they attempt to convict, but he gets out of it with legal wrangling and false evidence. Norman openly commits crimes and no one cares because the civilian population in the Marvel Universe is a bunch of morons.
